is to make it obsolete.
A Modular Democracy is a network of 3-person 'Voter Groups' that join together as a pattern of coalitions. The election cycle uses as many voting rounds and as many Voter Groups as needed for constituencies of any size.
Modular Democracy taps into the good side of human nature. Each successive round produces better elected officials. Being an entirely democratic and egalitarian process, what constitutes 'good' and 'better' are determined exclusively by the individual voters.
Each autonomous Voter Group runs itself. Its members choose their fellow voting partners, and then choose one as Elector to represent all three. Each vote is cast, witnessed, and certified by fellow Voter Group members.
To advance, Electors require continuous Voter Group endorsement, so voters remain active participants. The number of advancing Electors is much smaller with each new voting round. When fewer than nine Electors remain, a simple majority determines the best possible winner.
